He gives a positivist and non-normative meaning to the definition of politics.

Since its emergence as a scientific study, Political Science has been growing in its scope.

Hence the old definitions of Political Science cannot suit the twenty-first century version of Political Science.

Evidently, describing the contents of a subject is easier than giving a precise definition.

Many political ideas have been developed and accumulated in course of time.
